When it does it is soft. That's what I've experienced. But I don't really wish to send to CSC if possible because I have heard stories about them making the lens worst etc. I'll try to avoid unless it is extremely bad.

Hmm...What other reason? They claimed even better IQ and perhaps they fixed the infamous backfocusing issue which plagued many 24-70 owners which should have never been allowed in a L lens series.

I would say the 70-200 F4 non IS version. It is light, produces good IQ and can track fast moving objects quickly.
