Well, while it is illegal to take pictures _inside_ a prohibited place (without a permit), there nothing that prohibits taking pictures _outside_ a prohibited place unless it is "is calculated to be or might be or is intended to be directly or indirectly useful to a foreign Power or to an enemy"...
