    Depends on the nature/type of pictures you take. Both are great lens; unless you are pixel peeping, IQ should be fine for both. I think the main question is whether the longer range & IS of the Canon 17-85 or the faster aperture of the Tamron 17-50 is more important to you.

    Last shot is the one w/o distracting background. Generally, you want your main subject to be in focus & the background blurred out, so that it does not distract the viewer from your subject. :)
