Both lens are good for portraits. I think it depends whether you prefer a larger max aperture, better IQ but fixed len or the flexibility of a zoom lens with comparable IQ.
Excluding filters, the Nikon 50mm f/1.8D is about $200, and the tamron is about $600 so you may want to consider getting...
I have the Tamron 28-75 f2.8 and I think it's a decent and cheap alternative to the 24-70. Though I would upgrade to the 24-70 if I know I can handle its weight. :)
