    Improving quality of photo?

http://i47.tinypic.com/2r6fx8n.jpg Say for example, this photo has a little too much noise but when i tried using the reduce noise function in photoshop,i couldn't notice any different at all,any other ways to make it much better quality? Or should i add more noise to suit the photo?

    White?

i'm experimenting with my new camera, and i started experimenting with long shutter speeds ( yes i have a small tripod ), but the photos always end up to be pure white how do i solve this? I'm using canon eos 500d i used shutter speed of 1 second, and everything else on default...
