I dun think IS is a big issue with the current 24-70mm lens if shooting at ISO6400 with 5D or 6D and hence not many will upgrade just for the IS.

You can uninstall it from your system. Use root explorer and remove the physical files :)

Your 18-55 can do all that you require. Changing lens will not help much imo. :)
